About Us

Our Mission

Circuit Breaker is dedicated to providing hard-hitting, analytical news coverage of America’s second-most important court: the U.S. Court of Appeals for the District of Columbia Circuit. We are the only news outlet focused on covering everything the court is doing on a daily basis. Our mission is to produce nonpartisan, explanatory journalism that illuminates the court’s activities for lawyers and non-lawyers alike.

About the Editors

Circuit Breaker was founded in 2018 by Katie Barlow and James Romoser. Katie and James met in 2011 at a rooftop party during their first week in law school. Both have experience practicing law, but their passion is journalism.

Katie is a former journalist and current lawyer at a large international law firm in Washington, DC. As a journalist, she has covered Capitol Hill with WTOP, including Justice Elena Kagan’s confirmation hearing, as well as the Supreme Court with NPR’s Nina Totenberg. As a lawyer, her practice includes civil litigation and white-collar defense with a focus on the Anti-Terrorism Act. She received dual degrees in political science and broadcast journalism from the University of Georgia and a J.D. from Georgetown Law. Katie is a longtime lover of Washington, DC. If she is not solo traveling around the globe, you can often find her running down the mall with her 90-pound black standard poodle, Beau.

James is a former lawyer, a current journalist, and a lifelong news junkie. In his day job, he writes about federal health care policy. He previously covered North Carolina politics for the Winston-Salem Journal. During a brief stint as a lawyer, he practiced First Amendment law for a firm in D.C. He has a B.A. from Columbia and a J.D. from Georgetown Law, and he spends his free time playing chess, devouring podcasts, and searching for good Szechuan food.

About the Design

Kevin Romoser designed and developed Circuit Breaker. The design provides a clean, concise presentation of content, and the color palette reflects the site’s editorial philosophy: purple signifies Circuit Breaker‘s lack of political affiliation, and yellow represents its mission of bringing sunlight to the court.
